Rev. Dr. Que English is a nationally recognized leader operating at the intersection of faith, philanthropy, and public health, with more than three decades of experience advancing systems-level solutions in underserved communities. A visionary builder of institutions and movements, she is known for mobilizing capital, aligning cross-sector partnerships, and transforming trusted community infrastructure into engines for large-scale social impact. Her leadership sits at the forefront of a growing national movement to reimagine how capital, community, and trusted institutions come together to solve some of the country's most urgent challenges.
She is the Founder and President & CEO of Elev8 Health Inc., a national organization addressing the social determinants of health by equipping faith-based and community-rooted institutions with the resources, partnerships, and strategic tools needed to improve outcomes in high-need communities. Through Elev8 Health, Dr. English leads a growing portfolio of integrated initiatives advancing maternal health, mental health, workforce development, housing stability, and economic mobility — embedding services directly within houses of worship and other trusted community anchors. To date, these initiatives have connected more than 30,000 pregnant and postpartum parents, children, and families to critical resources and care — demonstrating a scalable model for community-anchored public health delivery nationwide, including flagship initiatives such as the M.O.M.S. Tour, which has served more than 20,000 women and families across the country.
Dr. English is also the President & CEO of the Faith & Philanthropy Collective (F&PC) — formerly known as the 100 Million Reach Collective — an unprecedented national intermediary designed to align and deploy philanthropic capital with faith-based infrastructure at scale. Under her leadership, F&PC brings together influential African American faith leaders whose collective reach spans tens of millions nationwide, building a coordinated platform to mobilize investment, strengthen governance, and deploy community-driven solutions that address longstanding inequities.
Her work is distinguished by an ability to translate bold vision into sustainable infrastructure. She has successfully convened and united diverse stakeholders — including philanthropy, government, healthcare systems, and faith leaders — to drive measurable, place-based impact in communities that have been historically underfunded and overlooked.
Previously, Dr. English served as Director of the U.S. Department of Health and Human Services' Center for Faith-Based and Neighborhood Partnerships, where she set a national standard for public-private
collaboration. She also served as Deputy Director of Faith-Based Initiatives for New York State, helping to shape statewide strategies for faith-based engagement in public health and human services.
A sought-after strategist, convener, and speaker, Dr. English is widely recognized for her ability to bridge sectors, influence policy, and build coalitions that drive measurable, lasting change.
